STRENGTHENING TONGA VOCATIONAL EDUCATIONAL TERTIARY (TVET) PROVISION
This Component 2 aims to enhance the quality and relevance of TVET programs to render qualifications likely to be recognized by New Zealand and Australian accreditation agencies or by other international organizations and promote student and institutional efforts to create pathways for their graduates. One key expected outcome is increasing the likelihood of TVET graduates to access higher paid jobs in those countries (above the unskilled level), as well as increasing their chances to benefit from labor migration schemes like the Pacific Australia Labour Mobility (PALM) scheme and the Recognised Seasonal Employer (RSE) scheme. It also aims at enhancing fiscal transparency, as well as efficiency, accountability, and autonomy of TVET institutions.
This Component will support selected TVET institutions to carry out various targeted activities under the QIG program. The total Grant amount is TOP$400,000 per course to assist TVET institutions in improving secondary school progression and achieving employability outcomes in the domestic and international markets.
Designated courses include TNQAB accredited certificate level I-IV courses and diploma courses, or those that are in the process of accreditation by the TNQAB:
a) Tourism and hospitality including but not restricted to cooking, accommodation services, tour guiding.
b) Health services including aged and disability care, but not general nursing qualifications.
c) Agriculture such as horticulture, livestock provided a majority of the course of study is applicable to jobs in Australia and New Zealand.
d) Construction includes carpentry, plumbing, electrical and bricklaying.
f) Automotive panel beating, welding and automotive mechanics.
g) Secretarial studies<
h) Hairdressing
i) Fashion and design (e.g., sewing)
j) Work readiness and employability
k) or other sectors with demonstrated demand and training supply capacity will be considered on a case-by-case basis.
Eligibility criteria: non-government and government TVET institutions accredited by the TNQAB are eligible to apply for QIG with respect to one or more of their TNQAB accredited courses in the designated course areas listed above. Non-government for-profit providers will only be eligible for limited support through the TVET student support fund under subcomponent 2.2, and not eligible to apply for QIG scheme.
