COMPONENT 1

CONDITIONAL CASH TRANSFER PROGRAM FOR SECONDARY SCHOOL ENROLLMENT AND ATTENDANCE

  • OBJECTIVE:

    Component 1 aims to incentivize secondary school progression and completion through the provision of cash transfers. It addresses the financial constraints poor and vulnerable households face in access and retention and provides the necessary motivation for students to stay in school. The guiding principle of the CCT program is to provide the right incentive for these households to both encourage secondary school enrollment and ensure regular attendance through completion. The project includes the technical assistance (TA) required to establish the cash transfer program and the funds required for the transfers.

    • (i) Technical assistance (TA) required to establish CCT. TA activities include support for (a) developing a registry of program beneficiaries; (b) developing a sound MIS for enrollment, compliance verification, and payments of the CCT program; (c) developing a feedback and grievance redress mechanism (FGRM); (d) setting out the guidelines for an M&E framework; (e) developing and executing a communications strategy for the CCT program; and (f) administrating the program at the central level and in the Outer Islands.
    • (ii) Cash transfers - Cash transfers will be provided to poor households with children enrolled in secondary school if their children comply with attendance requirements. Cash transfers will be made through direct deposit in the bank account of the student grantee.
